  • Recordkeeping: Failure to maintain cost records will result in disallowed costs and inability to prove grant compliance during audit
  • Procurement & Vendor Rules: Non-compliant procurements result in disallowed costs; grantee may be required to rebid or return funds
  • Financial & Cost Eligibility: Failure to comply with audit requirements or unresolved audit findings result in disallowed costs and potential suspension of payments
  • Procurement & Vendor Rules: Undisclosed or unresolved identity-of-interest conflicts result in contract termination and cost disallowance

Procurement & Vendor Rules

    Grantees must ensure all procurement of supplies and services paid by Choice Neighborhoods grant funds follows 2 CFR Part 200 (Uniform Guidance) standards, including competitive bidding and conflict-of-interest prohibitions.

    Grantees must identify and manage conflicts of interest for all development partners and contractors; partners may self-award construction contracts only if they can demonstrate absence of identity-of-interest conflicts per 24 CFR 905.604(h)(2)(i).

    Deadline: Prior to execution of any development, construction, or partnership agreements

Ongoing Eligibility

    Grantees must maintain matching funds of 5% of the total grant award amount in cash or in-kind donations throughout the grant period.

Other Obligations

    Grantees must track and report on achievement of the three core program goals: Housing (replacement of distressed units with mixed-income housing), People (improvement in resident income/employment/health/education), and Neighborhood (physical improvements and economic development).
