Submit project and beneficiary data into HUD's Integrated Disbursement and Information System (IDIS) on an ongoing basis as funds are drawn and projects progress.

Funds must be committed to a specific project within 24 months of HUD's notification of the HOME Investment Partnership Agreement execution, or they will be recaptured by HUD.

Maintain records of all HOME-funded activities including documentation of income eligibility determinations, project compliance, and property inspections for the duration of the affordability period plus five years.

Ensure all assisted rental housing tenants have household incomes at or below 80% of area median income at initial occupancy, with at least 90% of HOME rental funds benefiting households at or below 60% AMI.
